Nope, a surface mount pad is just that, no matter which surface it's on
(top or bottom). It's only the thru-holes or blind vias you have to worry
about. Over-lapping smt pads, on different layers should, by definition, not
be a problem. For either fab or assembly.

Where resistor footprints are concerned, you use not only what you can find
but what will work for your application, Sometimes they are 0603, most times
they are 0805, again, what is your application.
