Select - All (S-A) and the Deselect-Inside (X-I) and then move selection.

Alternatively you can try Select-Outside (S-O) and then move selection.

The first option is probably the most reliable.  You may find that you move 
a few things that are already partially visible as the selection and 
de-selection processes do not include things that are partially inside the 
selection boxes.  This can be an issue when a PCB component has its 
reference set a long way from the component graphics (due almost always to 
either accident or inexperience).

This issue of data outside the workspace is one of the most common issues 
for new users - especially for this not aware that the selection process is 
cumulative.

Live and breathe X-A (Deselct-All). Get into the habit of pressing it often.

Do you know that Protel "stacks" commands?  That is you can do things like 
X-A (any almost any other command) while you have another command(s) active.
