Others have probably given effective advice on this, but just to be complete, I'll note that the standard uninstall does not remove certain configuration files located in the Windows (or Windows/System?) directory; it may be necessary to manually remove these files. They would all have 99SE somewhere in the file name. Note that you will lose any customizations if you delete all these files, so I'd suggest moving them somewhere else, reinstalling Protel, verifying that it now works, then replacing the files by halves until the bad file, if any, is located (i.e., move the *new* files to safety while restoring the old ones). Then that individual file might be fixed with a text editor, so everything except the bad line could be kept.
