I have tried it but it didn't fix the problem.
I also have tried to clean all items in WinXP registry which contain the
word "Protel", and then re-install the Protel. It didn't work either.

It sounds like you need to re-install just the server for the text editor.
Click on the down arrow to the left of the file pull-down menu and select
serve
