Event menu, thempo, then constant. You will need to use VO Shift space to click in the box so you can edit it and type in a new tempo. Also set where it starts, and if you want it to remain at that tempo for the remainder of the project. VO+shift+Space on apply and OK to close the dialogue

As far as i know all ten installers has the RTAS and AAX versions of the plug isn. after installing, just pull the AAX folder and PT will fall back to the RTAS version. 11 is AAX only so you wouldn't be able to use any RTAS plug ins at all. So basically all you would be able to do is record
