This is the update with the accessibility improvements. I have not gotten a
chance to play around with it extensively, but at first glance it does seem
to be more accessible than 11.0.3. The update was release on 12/23/2013.

the 10.3.8 update does include a bunch of fixes but, for various reasons, the
focus on major improvements in accessibility was with version 11. Again, it
does have improvements but not on the order that 11 has.

Yes the AAX plugins are accessible. In fact not just the basic plugins, the
waves plugins in the AAX version are also accessible. This is really exciting
news and I think we will see a lot more improvements in the plugins area, now
that we can actually access the parameters and change them.
