Flo Tools is a non issue here. Flo Tools is a set of scripts to provide some additional keyboard shortcut and spoken feedback for voice over users. Flo Tools will not have any control over any audio interfaces. Also short of using one of Avid branded control surfaces, 3rd party control

I have a question, can one see the UA console with Voice Over? I know that you can not control it, but if one used the console 1, could they see the changes with voice over? It is funny about the console 1, I was just looking at it about 3 weeks ago and now it comes back up on the radar.
