is that the package avahi has to create
/var/lib (if it doesn't exists) otherwise zeroconf won't start.
Then just add select ROOTFS_VAR_LIB to avahi's menu entry.

The only thing you can do is, to add this dependency to the rule file itself
(to build some things in a correct order for example).
