I realize pulp_win is a third-party plugin :-)
I was only trying to see if people may suggest ways to debug the problems I
was seeing. I was able to upload an MSI, so I am unblocked now. Also,
google is pretty good at helping others who might see the same errors I was
seeing.

pulp_win is a third-party plugin, and it looks like it hasn't been updated
in a while. If you are interested in getting it working with current pulp,
your best bet is probably to contact the original author and see how you
might be able to help out.

I've been trying to make progress on installing pulp_win, and I am not sure
if there's a problem with the plugin itself, or I forgot to restart
something.
After building the rpms (sources at https://github.com/lsjostro/pulp_win),
I installed the server and the admin parts on separate machines
