Well, you might just start by testing the files produced by Epsilon before
inventing a new format ;-) As far as the ECW format itself, I don't think there
will be an opensource implementat
I would not implement a new raster format.
I suggest you look at JPEG2000. Its wavelet based and there are several open
source implementations (OpenJPEG, Jasper, etc)

- only map units can be used for distance; would it be possible to use also
pixel?
- the max length is only 3 digits; it would be good to use also larger numbers.

On Windows we work with ECW a long time and work very well. (QGIS 1.7.4, GDAL
1.8). Currently it's a problem on GDAL 1.9 and trunk versions because ECW GDAL
plugin not exist.
