It's just because the STYLE parameter is mandatory in GetMap Request and
GetStyle is based on it.
If QGIS-Server will implement multi-styles, STYLE parameter
parameters:
REQUEST=GetStyles
LAYERS=comma separated list of TypeNames
SLDVER=1.0.0 (this seems the only version that supports GetStyles)
BTW: does anybody know what method took the place of GetStyles after it was

this is corrupting DB indexes and crashing the plugin site. It's the second

There is just a single method implemented so far:
plugin.upload
it creates a new plugin or updates an existing one.
other methods can be easily added.
