I had the same problem (I'm on a Debian testing machine).
I succesfully compiled QGIS master installing first libgsl-dev:
So I have libgsl2 and libgsl-dev instelled on my computer and the the
compilation works fine.

I am running QGIS on a debian stretch platform. After some transitional
time where libgsl0ldbl and libgsl2 did not exclude themselves, gnome and
other important packages upgraded their dependencies from libgsl0ldbl
to libgsl2 and as a consequence libgsl0ldbl and qgis have been uninstalled.
