I've checked the setup.ini in the packages-x86_64 directory and the
gdal-sosi version is the old one:

well in packages-x86_64 I found gdal-sosi-4.0-1.tar.bz2. The same
package is in packages-x86, but I didn't have any problem with x86.

Check if the setup.ini is up-to-date. You should have gdal-sosi-4.0-2.tar.bz2

The package was broken. It had backslashes instead of forward slashes in the
archive. Only a problem if you run nsis on Linux, though.
