+1 for always opt-in, and also a good way to back to opt-out if you opt-in
by mistake.

My 2ct:

I still find it strange that we are allowed to try to retrieve
version.txt without notice, given some time ago when we had the idea to
do an anonymous ping-back to have a clue about users/downloads, and we
were heavily criticized for that idea...
Myself I already had some practical problems with the version.txt. In a
school/organisation which is not 'able' to upgrade, you every time see
the message: "You can upgrade!..." but they can't and shouldn't...
Another issue I saw when you start up a centrally installed QGIS as new
user you get an error because QGIS tries to retrieve version.txt but is
not able because there is not proxy defined yet...

To make myself even more clear: I'm in favor for both
- QGIS pinging back (and give us some anonymous info about OS,
installer, use, version, userhash etc)
- the use of news feeds like Mathias proposes (but please let it be rst
and easily translatable)

But ONLY after(!) a clear 'YES' by the user, in which he/she gives a
fiat for sending and receiving such info... I think the average QGIS
user is OK with it if we make it clear enough that for the project it is
important to have insight in such info.

I would favor opt-in and not opt-out.

The original welcome page had that but it wasn't well received, so I
removed it again in

That's already in place. Information is read from
https://ubuntu.qgis.org/version.txt

It could be improved to fetch different files based on LTR/Non-LTR.

In general I am in favor of adding all this to the welcome page. It can
be used to unobtrusively raise awareness and it's easy to disable if
some people don't like it.

Agreed fully. Thanks Tim!

Agreed fully, also my thought.

One more thing we have been discussing is to include a link to that info
directly in the QGIS interface, for an easier discovery by the hundreds
of thousands users that never visit our blogs, ML, etc.
Of course we should find the right balance between visibility and
unobtrusiveness.
All the best.

2016-10-06 Thread Neumann, Andreas
Hi,

I believe that a small thing that we could do and which would already
help is to maintain a list of current projects that need funding - and
add the contact information of the developer, who wants to work on it.
Maybe we could re-use the QEPs and publish a list of current QEPs and
add financial/contact information. And then delegate all the financials
to the dev. In addition, we could advertise these projects on social
media and amont the local QGIS user groups. The dev can then decide
whether he wants to deal with really small donations or whether he wants
to set a minimum amount to contributions.

It would be a simple and effective way to make such projects more
visible to the public, while not adding a lot of bureaucracy.

Also - if we would do all the financials through QGIS.ORG it would mean
a lot of work for me and we'd have to deal with tax issues, different
country laws, etc. - something I would like to avoid. And in general the
targetted donations would usually not meet the overall target, etc. It
is better if the dev who wants to work on an improvement would deal with
such issues.
