That's unnessary. The current standalone installer[1] supports MrSID and ECW
(and apparently works with the few ECW and MrSID

You're right, Numerical Vertex Edit is just to adjust the coords of a geometry.
As a (quiet silly) workaround you may create a polygon with the exact number of
vertices and then adjust them.
Or you may use the Postgis SQL Query Editor-Plugin and then do something like
select
with the plugin qgsazimuth you can draw a polygon by defining a
start point, then bearings and distances.
