The difference between the 2 projections you mentioned is that the first,
Kertau (RSO)/RSO Malaya (m) (EPSG:3168) uses meters as the units and the
second, Kertau (RSO)/RSO Malaya (ch) (EPSG:3167) uses chains. you can
tell from the (m) and (ch) at the end.The .prj specifies the Units as
