We have QGIS Server installed on OSGeoLive distribution that is based on
12.04.
Installation script is here, hope it helps:

I installed QGIS mapserver on an ubuntu 12.04 server I have in order to look at
trying geomoose. However I can't get mapserver to work in the first place. I
installed it from the ubuntugis-unstable ppa.
When I go to
Try $ ldd /usr/lib/cgi-bin/qgis_mapserv.fcgi and look if all libs are
found. May be libqgis...so may be missing

I've installed it two days ago on a fresh Xubuntu 12.04 and it works fine.
