The QGIS server official documentation link you suggested is a truncated copy
from http://www.itopen.it/qgis-server-python-plugins-ubuntu-setup/ . It's
truncated because the original post started with apache setup but the QGIS
server doc doesn't.

This seems to be a problem with your apache fcgi setup. Apache cannot
find your cgi directory.
Btw. the easiest method to use QGIS server is Sourcepole QGIS cloud
(www.qgiscloud.com). No need to run your own database and apache
webserver with this option.

Have you tried to follow the link Nicolas put? I don't use VMWare but my
system runs under Ubuntu 12.04 desktop, the procedure I followed was the
one in that link and everything is fine. The link to
http://localhost/cgi-bin/qgis_mapserv.fcgi?SERVICE=WMS=1.3.0=GetCapabilities
