I suspect you are familiar with layer drawing order.
If not, drag different layers that display in the "Layers" box on the left
side to the top of the list.

Since qgis 1.8, I sometimes have to turn layers on and off and on again,
sometime 3 or 4 times, to make them show on the canvas. This is not a
consistent problem
Does anyone know what the problem may be?
