1) When can I buy one?
2) What are the advantages over an RGB/CGA/EGA to HDMI converter?

I don't know yet. Maybe in a few months if all goes well.

That is was designed exclusively with the QL in mind and it just
works. If you already have a converter that works for you, you
probably don't need QL-VGA.
