Its me and my RTFM question... in my httpd.conf I have following...
AddHandler cgi-script .cgi .pl
It means only .cgi and .pl files will be threated as CGI scripts.. but
qmailadmin has no extension...

cd to the document-root directory of your web server.
cd ..
mkdir cgi-bin
mv qmailadmin /to/the/directory/you/just/created
vi httpd.conf and add the following line:
ScriptAlias /cgi-bin/ /the/directory/you/just/added
