I just did a quick test on my recent QT install. A message is rejected if _any_
of the recipients does not exist (I tested with one known existing, and one
unknown).

Currently I can see that the default install accepts all email sent to
QMAIL. It then evaluates after accepting if the user exists in the
system.
If not generates a bounce message.

Are you sending it from an IP address that is in
/etc/tcprules.d/tcp.smtp as allowed
that it accepts and SEND rejects.
