I've never had a Performa 637CD to play with, but I have messed about
with a few 630s,
replacing the slide out logic boards with those from 5500/6500 Power
PCs. If I remember
correctly, this'll give you access to a PCI slot but you'd also need
a one slot riser to rotate

I came across a similar problem fairly recently when I was in the
position of donating old kit to a local charity. The hard drive simply
seemed to have stuck. All I did was to haul the hard drive out of the
box, hold it in the palm of one hand and give it a bloody good slap

My previous reply should have gone further, but you'll understand that
I'm going from memory now. My understanding is that, in order to run
8.1, the OS has to be installed on to an HFS+
formatted drive - end of story. If your machine can't start up from an
HFS+ drive, then you can't

If you really want to go places, stick in a 5500/6500 logic board -
this'll boot just fine and will allow the HFS+ format, without any
power supply issues. Have already done this a few times and, using OS9
helper, an old 630 box will happily run 9.2.2 - it's then a 5500/6500
