I've had this same problem with different distros in HVMs running GNOME,
including with Kali. I never solved it, but I did discover that XFCE
doesn't have the same problem.

So if you want to run something closer to vanilla Kali, you can download
and install the "Kali 64 bit Xfce"[1] iso to an HVM, and this will work.

Although, you won't get Qubes tools, which means you won't be able to
fully maximize the window, share the clipboard, copy files between VMs,
etc. I find that Kali is more usable in Qubes to do it in the way Noor
suggested and use Debian with katoolin instead.

Hey Noor. Thanks. And yeah I definitely need help in this. I followed the 
Debian clone and still couldn't access anything. This is a fresh install of 
Qubes as the last one messed up after the last update. 

Now I can't even get xarchiver working properly on Debian here. But I really 
want the gui options and tool bar in Kali hvm since nothing works where even 
tho things are accessible I can't search or do anything unless it's command 
line when i did the katoolin.

Hi!

There is no real reason to run Kali as a HVM machine if you only want
the tools that comes with it. You can use a basic Debian template, add
the Kali repos and install all available packages using the katoolin[0]
utility.

As suggested in an earlier thread about running Kali in Qubes OS:

As of now I can login and just get the small space at the bottom visible. 

On windows running virtual box there is no problems whatsoever
