were supposed to prevent it seeing traffic from itself -- with the aim
of stopping it synchronising to itself, but would affect this too.

, the RHEL server is running 4.2.2 or later and it's hitting
peer-refid == sys_refid because both are LOCAL(0). That is
possibly a bug, as two servers both synched to LOCAL(0) are not
in a direct or indirect loop.
