I did as you suggested, and it worked! I can see now in debug mode for
SA there is indeed a:
debug: Razor2 is available
and the 'spamassassin -r' did work as well!
Also, after I installed the Razor2.patch, I then went and did a 'make
clean' on SA, then during the 'make test' for SA, the Razor2

You should install Razor first, just to be sure that SA "finds it" during
the "build process" of SA.
Razor needs its own collection of prerequisite PODs and whatn

and the only mention of razor in there, is that Razor2 is not available.
Is there some order to install SA and Razor, so that SA will work with
Razor? I have looked in the razor.log and SA has not called it. Maybe
SA can't

Razor also. I see that I can call Razor from SpamAssassin using a config
option. I went to install Razor, and noticed that I need to create a config
