I second Justin's suggestion of the MAP/Ahearne bars. I'm running them on
my cruiser-ish Atlantis with Paul thumbies and they are perfect for
commuting, rambles and short overnighters. It also makes handling a
typically overloaded front rack/basket very easy.

Two things that have worked in the past:
1) For a creaky basket, try using clear plastic hosing in between the rack
and basket at a few strategic points. I usually just go to the hardware
store and buy a few feet of the hosing - I cut it to the length of the
section of the rack,
