I bet you’d really enjoy a 55cm Cheviot (as mentioned above).
I ride my Cheviot with 42mm basketball tires (a.k.a Continental Sport Contact

I've narrowed my choices down to a 51 appa & 53 Atlantis. I've sent some
feelers out to some riv dealers to see if there are any 51 appa's still
available. Did the appa's come as frame only or did they have a complete
option? If complete does anyone have what the build kit was & pricng?

I ride a 59 Clem l and have an 89 PBH. The seatpost looks fine. I think a 52
Clem would be perfect for you if your PBH is 82. The amount of seat post
showing would be fine. I really think a 59 would be too big for you.

I'm 80ish PBH, short arms and fit well on a 55 Cheviot. I think the fit should
work for you, but you're correct that it might be a little underbuilt (maybe
talk to Riv about it).
For a stout
I don’t know that the difference between 52/59 Clem’s will be as drastic
between a 55/51 Sam. The Clem’s feel bigger to me and their differences
greater. Meaning I would maybe try the 51 Sam before you rule it out.
That said, I think a 51 Appaloosa would be great for you. Big tires, can handle
Need some sizing/model suggestions for those that fall in between sizes on
some models. Due to shorter arms & not great flexibility, I want to be on
the low end of sizing for a model versus the high end. Meaning less
seatpost showing vs more. PBH 82ish. Being overweight, I want to use 38+
