As if the tire size was too small or rim too large.

I've been thinking about this an I'm really intrigued by the Surly 8-Pack
rack vs. the Nitto 32F. The surly doesn't seem to interfere with the fork
crown and straddle carrier in any way. Installation looks as clunky as any
of these racks with canti-brakes.

I've got the same rim. I haven't tried mounting tires ENTIRELY without
levers, but my Pasela 32's mount just fine. Had a flat today on a ride and
had it changed in 5-6 minutes.

My sister runs a Panaracer Col de la Vie at 650b x 38. Relatively
inexpensive, no complaints on ride or handling, and only has had 1 puncture
in 2 years of urban service. Definitely recommend as a budget option.

How confident are you that it fits you? It strikes me as clearly too small for
the rider for whom it is set up in the photo. Fit is more important than price
(unless, I suppose, price is more important).
