I'm sorry I can't answer 100% positive, but I think I recall a trail opening celebration. If you want to be sure, you could call Save Mt Diablo. Generally, bikes are allowed on all fire roads, and allowed on some single track. I know you can ride dirt from Walnut Creek to Mt Diablo 100% legally.
