I use presta tube nuts or Aluminum spacers I get in the nut and bolt section of True Value Hardware. My local true value has stainless steel cap screws in M4, M5, M6 sizes in the common bicycle lengths as well. Although for the load bearing bolts on racks, seatpost, stem you should use

I don't know if brass threads are up to the load? The cage is fastened to the standoff by a screw that cannot extend into the frame braze-on so each traditional bottle cage connection becomes a chain of two brass to steel threaded connections. I'll stick with longer M5 cap bolts and spacer

Valve stem nuts are a great idea! Comparing stem nuts to the M5 washers I got, I did notice the washers are smaller in both outside and inside diameter. But, for the Sam's bosses anyway, the inside diameter of the stem nuts I have are appear to be small enough to still have enough contact with
