Before you take the bike apart, you might just take it to to a small welding shop. You could probably ride the bike to a good shop with a TIG welder and get it fixed with minimal paint damage. Then, take a very small brush and apply some enamel paint. Boom, done. A TIG weld is a high quality weld. Should last forever. Any how, appears to be a moot point now. Thanks to all for the suggestions. I get the impression that this job is too small (as defined by what I'm willing to pay) for it to be part of somebody's actual business. I think I will simply try to re-mount the kickstand retro style (with a plate above the chainstays and a long bolt). I may later try to remove the kickstand plate myself with a grinder if I think I can do it without totally trashing the frame. If/When I'm ready for a re-paint or develop some more important/extensive repair needs, I'll take the frame to its original manufacturer Waterford (less than two hours away). Possible option - cut it/grind it/remove it, touch up the paint so as to avoid a re-paint, and carry out the brazing work at some point down the road when you're actually ready for paint? Assuming you're not ready for paint yet? Just an idea. Under that model, it also shouldn't be necessary to disassemble the whole bike. I don't know who the frame repair guys are in Chicago, but I'd guess that removing, repairing or replacing a kickstand plate would almost certainly be under $50. That's assuming the obvious that you are going to hand the frame builder person a bare frame. You will have taken everything off of it so he can do his work. Once the repair is done, the paint will definitely be cooked in the vicinity. Rattle-can it with primer before you rebuild it, and you'll be good to go. Or go get it powdercoated for about $150.
