I also have a converted Riv Road. I’m running Panaracer Gravel Kings on mine 
(marked as 38), and that’s the max tire size that will work. I tried a set of 
42m tires, and the rear rubbed on the chainstays.

Max tires size for 700 is 28.  When I converted to 650b, I fit Panaracer Col de 
La Vie tires which are sold as 38, but I think measured closer to 36.  Some of 
my photos show the bike set up as 650b with SKS fenders.  Only parts I needed 
to convert from 700 to 650b were the longer tektro brakes and a wheel set.  
(Brakes I am including work for 700 but not 650b wheels.) I  Depending on your 
crank arm length you might get some pedal strike pedaling through a corner.

You'd need long-reach brake calipers (Tektro R559, Paul Racer, MAFAC Raid,
or Weinmann/DC centerpull) and 650b wheels to convert this bike to 650b.

My '97 Road Standard has tighter clearances than many (700 x 28 is tight),
and it clears a 650 x 38.  Others, with more generous tire clearance, have
successfully fit 650 x 42 tires.
