I don't really see that RDA records have an advantage over AACR2. Especially
in a shared environment where some records follow the rule of three and some
don't. I believe we'll save

While I agree that changing a pre AACR2 record to AACR2 is an
upgrade, I'm not certain that is the correct term for chaning an
AACR2 record to RDA, particularly if only core elements are supplied.
