Aaron, In many locations where an external disconnect isn't required, the utility reserves the right, in the net metering agreement, to disconnect the service as might needed for maintenance work or troubleshooting. What you are suggesting is nothing different than that. Whether that is

Aaron, In our state the investor owned utilities determine this based on the tarrif they have filed with the Public Service Commission. If they file the requirement with PSC and it thereby becomes law the code becomes moot. We were just ruled against yesterday in this exact situation.
