Yup, the UHF Mastr-Pro transmitter will do that if you don't do
the maintenance on it properly.
I have worked on a few of those transmitters over the years.

Sure-there are two main variations. The just plain
I use them as a 10 meter and 6 meter repeater. No problems. Just use cooling
fans and your done. If the Tx goes just swwap the radios and the module and
your on the air again.

the MITREK down as low as 144.830 on one application and 147.810 in

You would make me very happy if you found a wavetek 3510 manual in you
library you would be willing to part with. Any lead to obtaining one would
