Not sure what you mean by 12? watt PA.
But in any case the Micor VHF hi exciters are supposed to be 400 milliwatts
out.
So, if you want to drive any of the Micor PA'S with 350 mw, it should be fine.
In my experience, nearly always you can get the rated output with 250 mw
drive.
