using the following command: easy_install -U ReviewBoard
I’m behind a proxy server, so I’ve set the http_proxy variable
correctly.
The command output is:

Using /usr/local/lib/p
http_proxy isn't used for ftp sites. Try setting ftp_proxy.

I have installed the same setup on Ubuntu 9.1 and I'm still getting
the same error message.

When you attempt the 'svn info' yourself, did you do it from the same
computer running Review Board?
Is this a fully-qualified domain?
The problem is generally that the system cannot look up the server name as
specified.
