if you have svn and reviewboard on linux then set password less ssh 
authentication between reviewboard and svn server.

I fixed this issue.

Hi,

We use the password stored in the repository configuration directly when
talking to Subversion. It sounds like the one set there still isn't
correct. You would need to double-check, probably one repository at a time,
that the password you're entering into the repository configuration is the
same one you're testing using TortoiseSVN.

Is both your Windows install and Subversion account tied to an Active
Directory domain?
