That'd be a great feature to add. We don't have any plans for it ourselves
(our focus tends to be on core Review Board, RBTools, etc.). You could
implement this as a custom extension or as a patch on top of the
rbnotefield extension.

Is it possible to populate default data in the "Note to Reviewers" text box

The content of that field is stored in the review request draft's
"extra_data" dictionary, which unfortunately cannot be modified using rbt
post (though that'd be a good feature addition -- going to record that). It
can be modified during an HTTP POST/PUT by setting:
extra_data.bean
