Localise hadoop configuration when submitting in yarn-cluster mode
This patch fixes a problem when Spark driver is run in the container
managed by YARN ResourceManager it inherits configuration

Please file jira and put description in there also. It will be nice to have
a way to specify the hadoop configs.
