This is a release candidate with minor enhancements and bug fixes since BETA.
With the key features in place since BETA, most of these changes are centered
around the build process and the test-suite, and thus are only relevant to the
packagers and developers of RPM.

What better time of year than April to release an Alpha!
This pre-release brings a couple of quality-of-life features and improvements
for packagers, most notably:
* New spec snippet support for dynamic spec file generation [1]
* New sysusers.d(5) integration for automated user and group
undefined symbols from plugins in some circumstances
* Revert %_smp_build_ncpus change to a parametric macro (RhBug:2210347)

This is a bug fix only release addressing a number of regressions, memory leaks
and build system issues, namely:

This is the first update to the 4.19 series, mostly addressing bugs and
