I have new install of RT4 on ubuntu 12.0.8.
RT4 is installed in /rt folder.

Actually now this is my host file. When I restart apache, I get the
following error:
PerlResponseHandler', perhaps misspelled or defined by a module not
included in the server configuration...
Probably it is something with Apache.
make testdeps
make fixdeps
both return all dependencies found.

An interesting idea, but I'm not seeing how it ties in to newly generated
tickets. So when a user clicks on New Ticket in the Cabling queue how does RT
know to grab an RTFM article to use as a template?
