I found out that only privileged users can be made members of my
custom groups... but I don't want privileged users to be able to
Configure the system... can I disable access to Configure menu?

What are you trying to do? By and large, privileges are reserved for
privileged users, therefore an un-privileged user cannot be granted
rights nor added to a group that has rights. They are already in a group
called Unprivileged Users and some rights can be granted to them
