why are you using rt 3.8.0? you can try rt 3.8.1rc2. it is utf8 ok.
if you use 3.8.0, you may need to tune mysql utf8 parameters.

This was because rc usually means Release Candidate and I wanted
to install a stable release but this may be a wrong assumption...

collations don't do french properly, not like latin1 anyway. All accents
are seen as the same, while binary distinct they cannot be unique
indexed and sorting will recognize them as the same as well as queries
using any
Your mysql is configured to log every query that is not using indexes.
Turn it off and you'll see all queries that take more than one second.
