It seems that this status finished is added in ActiveStatus directive,
while my task is to link between finished and resolved and i wasn't
able to convinmy superiors in this. However, now i can see that my
question is far from silly - it's just no sense at all :(

We have a situation where users are linking tickets and articles
incorrectly. They use the 'Refers to' under links. We want to restrict that
to a user or group.
Is this possible? I haven't managed to find any permission related to that
aspect of the system.

The master branch of RT, destined to become RT 4.2, already has
equivalent functionality. Scrips can be applied to queues much in the
same way
