I was able to build on Cygwin64 with the blockers (and the ECM fix).
However, sirocco (libsirocco-2.0.tar.gz) could not be found on the mirrors.

Jean-Pierre Flori had done some work on Cygwin for that ticket.
Did it somehow go missing?
