It appears that the agent is timing out when making this call to the AWS
API. As a first step for investigation we would need to look at the
Scalarizr agent logs. Can you attach a zip of the contents of /var/log for
this instance?

As it turns out, there is presently no way to achieve this due to the way
that GCE handles instance names. Instance Name policy is only available
for AWS and OpenStack instances.

Unfortunately that error message does not give much to go off of. Assuming
that there are no typos in any of your configuration, you may find better
errors in the logs within /opt/scalr-server/var/log.
