reach consensus in APNIC 48 and earlier meetings. This proposal did not
receive any support from the community. So it has been decided to

[sig-policy] prop-130: Modification of transfer policies - returned to the author

Version 1 of prop-130: Modification of transfer policies, did not reach
consensus at the APNIC 48 Open Policy Meeting.

The Policy SIG Chairs returned the proposal to the author for further
discussion with the community and invited the author to submit an
amended version based on the community's feedback.

consensus at the APNIC 48 Open Policy Meeting and later at the
APNIC Member Meeting (AMM).

This proposal will now move to the next step in the APNIC Policy
Development Process and is being returned to the Policy SIG mailing list
for the final Comment Period.
