I presume you're using xcdroast. It prompts you to set it up on
first use. Setup includes making a list of users who can use it.

cdrecord to do the burning, so for me:
# l /usr/bin/cdrecord
308 -rws--x---1 root xcdwrite 308809 Nov 26 22:01
/usr/bin/cdrecord
so find the group called xcdwrite is /etc/group and add whatever
users you want, eg.
# grep xcdwrite
